Who approves changes to a driveway crossing?

City Services approves changes to the driveway crossing where it passes through the verge and connects the property to the road.

This is because the section of driveway between the property boundary and road is on Territory/public land. Even though the property owner is responsible for constructing and maintaining the driveway, changes affecting this public-land portion require ACT Government approval

Changes to a driveway crossing are approved by the ACT Government through City Services / the Development Coordination team responsible for TCCS assets. Approval is required if you want to change the location, dimensions or layout of an existing driveway/vehicle crossing, construct a new driveway, or add a second driveway.

Detailed Explanation

The current City Services – Domestic driveways guidance states that approval is required to:

  1. Construct a new driveway.
  2. Change the location, dimensions, layout or material of an existing driveway.
  3. Add a second driveway.

The technical requirements are primarily contained in Municipal Infrastructure Standard 07 – Driveways (MIS 07). Section 2.2.1 – Existing kerb crossings or driveways specifically states that requests to relocate existing kerb crossings or driveways, or construct additional kerb crossings, require TCCS approval.

Importantly, Building Approval from a building certifier does not itself approve the driveway crossing. City Services specifically states that stamped BA drawings do not mean the driveway has been approved and that separate driveway approval may still be required.
