Which Territory Plan rules apply to my particular block?
Planning requirements can vary from one block to another across the ACT.
For your block, we would check its residential zone, the relevant District Policy, any overlays or site-specific provisions, and the requirements that apply to the type of development you are proposing.
For a dual occupancy, these checks help determine requirements such as building height, setbacks, site coverage, parking, private open space, solar access and other design requirements.

Short Answer
The Territory Plan requirements that apply to a particular block depend on the block’s location, zoning, district, applicable overlays or site-specific provisions, and the type of development proposed.
We would need the Block, Section and Division/Suburb to identify the specific requirements applying to the site.
Detailed Explanation
A site-specific assessment should begin with the current Territory Plan mapping to establish the site's zone, district and any additional mapped provisions.
For residential development, the Residential Zones Policy applies to development in RZ1–RZ5, while District Policies contain additional assessment requirements and outcomes relevant to the particular district. Other policies may also apply depending on the proposal—for example, the Subdivision Policy where subdivision or unit titling is proposed.
For a current dual-occupancy proposal, we would then identify the applicable Assessment Outcomes (AOs), Assessment Requirements (ARs), Planning (Residential Zones) Technical Specifications 2026 (NI2026-303) and any relevant design guide. NI2026-303 is the current Residential Zones Technical Specification, effective 1 July 2026.
No minimum block size does not remove the need for planning assessment.
