Legal Meaning

Dwelling has the same meaning as in the Planning Regulation 2023.Note: Dwelling is a type of single dwelling housing but may also be a type of multi-unit housing.

Plain English

A dwelling is a building, or a self-contained part of a building, that is designed and legally capable of being used as a home. It would ordinarily contain the facilities needed for day-to-day living, such as sleeping, cooking, washing and sanitary facilities. A shed, studio, bedroom wing or room with a sink is not automatically a separate dwelling simply because someone could sleep there; its design and lawful approval matter.
