A benchmark is a recognised reference point or standard against which the design, performance, or compliance of a development proposal may be assessed.
Benchmark means a standard or reference point used to check whether a development proposal meets planning requirements. Meeting a benchmark is strong evidence that the proposal complies with the policy, but it does not always guarantee approval. The policy must also be checked to determine whether the benchmark is a mandatory requirement, an accepted response, or one part of a broader assessment.
