A floor predominantly below datum ground level where the finished floor of the level above is less than 1 metre above datum ground level.
A basement is determined by its relationship to datum ground level, not simply by calling it underground on the drawings. On a sloping site, a level may be a basement on one side but too exposed to satisfy the planning definition.
