Legal Meaning

Means the prescribed order of precedence for planning documents that determines which document prevails where there is any inconsistency between applicable planning policies, design guides, or planning specifications.

Plain English

The order in which Territory Plan documents are applied. If two planning documents conflict, the document higher in the hierarchy takes priority. A Zone Policy allows a particular design, but a District Policy requires a different outcome. Because the District Policy is higher in the hierarchy, it takes priority.
