Adjacent, to an area, means either contiguous with the area, or, if the area is separated from another area only by a road, the adjacent front boundary of each area faces the road.
Adjacent means that two areas are next to each other and touching, or, if they are separated only by a road, they are considered adjacent when their front boundaries face each other across the road.
