Legal Meaning

A registered Crown lease granting the lessee rights to occupy and use Territory land subject to its purpose, term and conditions.

Plain English

Most ACT residential land is held under a Crown lease. The lease identifies the land and states permitted purposes and conditions, which may restrict the number or type of dwellings. A proposal can require a lease variation even where the planning controls otherwise support it.
