Finished ground level (FGL) means the ground level after completion of all excavation and earthworks.
Finished ground level is the final ground surface after excavation, filling, grading and other earthworks have been completed. It may therefore be higher or lower than the original land surface. It should not be confused with natural or datum ground level, which is the reference used to prevent building-height calculations being altered simply by adding or removing soil.
