Building is a structure and includes: an addition to a building; a structure attached to a building; and a part of a building. but does not include: a transportable building, mobile home, caravan or similar that is not used for long term habitation; and is readily transportable without being disassembled or removed from associated components; paving, a driveway or a road that is not inside a building; a surface level car park that is not inside a building; and a fence, courtyard wall or retaining wall.
A building is a permanent structure, including an addition, an attached structure or only part of a larger building. For this planning definition, some things that people may casually call structures are excluded, such as an ordinary driveway, outdoor paving, a surface car park, a fence, a courtyard wall or a retaining wall. Whether a roofed deck, pergola or similar work counts can depend on its design and the particular rule being applied.
