Legal Meaning

Any habitable space, but not a separate dwelling, contained wholly within a roof pitched at not more than 45 degrees above the ceiling line of the storey immediately below, except for minor elements such as dormer windows and the like.

Plain English

An attic is usable space inside the roof rather than a normal additional storey. To be treated as an attic it must remain within the defined roof form and cannot function as a separate dwelling. Dormers and roof shape can affect whether the space still qualifies.
